7.7  WATCH  The WATCH action sets your spy to become a "watcher" in the area in which he's located. The area is added to your scouting list every turn (in addition to
whatever your active spy may be doing) unless your watcher is eliminated. There is no cost in BPs (but you'll need to recruit a new spy, at the usual cost, before you can doing
any more spy actions). Watchers are eliminated if another kingdom sets a watch on the same area. An area may not have more than one watching spy at any time, although other spies,
scouts (etc) work normally. Your kingdom may recruit as many watchers as you care to place.
